Tom Judson’s compensation is public record because Bella Vista POA is designated as a 501(c)4 by the Internal Revenue Service. Every year, the POA must file a document called a 990 with the IRS detailing financial information including compensation for the COO.
In the most recent 990 filed with the IRS, Tom’s total compensation is $272,742. Like all full-time employees at the Bella Vista POA, Tom’s total compensation is the sum of his salary, medical and dental insurance, insurance flexible spending account, life insurance and 401K match. Again, this is the same model as all full-time employees of the POA and like most community associations and companies across the country.
In 2015, the Board utilized a nationally recognized executive search firm to locate a new Chief Operating Officer. The goal of this search firm was to find a leader with the right experience, education, and professional certifications to lead Bella Vista into the future. Additionally, the search firm conducted research to ensure this new leader was appropriately compensated based upon the individual’s qualifications and based upon communities of a similar size and complexity.
In terms of comparison, the leader at another community association in Arkansas that is gated with fewer amenities than Bella Vista receives higher base compensation than Tom Judson. This community has approximately half the number of residents than Bella Vista and the assessment is $68 per month versus the current $24 per month in Bella Vista.
