LAKES COMMITTEE SPECIAL MEETING MINUTES

November 13, 2008

Chairman Joel Gabel called meeting to order at 2:05 pm

Purpose of the meeting was to discuss funding options for the Lakes Department in 2009.

Gabel outlined last fee increase, in early 2006, and the lakes improvements since that increase. The list is attached to these minutes.

Bailey explained using the inflation rate since the last increase as listed on the proposed schedule to arrive at the increase in fees. The goal of the meeting is to raise an additional $45,000.

Discussion on equality between golf and lakes income/cost was held. Bailey stated the following assessment allocation between divisions:
Division 2008 2009
Clubs 12% 12%
Golf 47% 49%
Recreation 27% 25%
Lakes 14% 15%

Gabel stated that the Lakes JAC discussed fee increases prior to the village incorporation election. Some of the items discussed as possible income sources at that time were: village fishing license, trailer (ramp use) fee, bass tournament fee. An automatic fee increase per year due to inflation was discussed at that time.

Discussion on new fees included the list above plus a possible trout fishing fee.
Discussion on a lake use fee, which would be reflected on members photo ID was discussed. Urban stressed he did not see how such a fee would denote what different members was using the lakes for.

Motion was made by Messerli and second by Bennett to apply a $10.00 lake use fee to members using our lakes. The payment of this fee would be displayed on members photo ID card. This fee, along with the inflation adjustment to boat registration fee was approved by a 5-1 vote. Voting for the motion was Bennett, Davis, Elias, Messerli and Otto. Voting against was Urban. Gabel did not vote.

Other fee increases or additions discussed were guest fees and contractors allowing their workers to access the lake. Olafson stated that the contractor numbers were too small to have an impact.

Discussion ensued around charging the bass tournaments a fee for each tournament held on village lakes. Number of persons fishing in these tournament, number of tournaments per year, number of members per club was discussed. The number of tournaments in village lakes per year is approximately 150. A motion was made and second to charge each tournament, held on village lakes, $100.00. Some discussion was held prior to the voting on the motion. Motion was made by Gabel and second by Bennet. Vote was 4-2 in favor of the motion. Voting for the motion was Bennett, Davis, Otto, and Messerli. Voting against was Elias and Urban. Gabel did not vote.
NOTE. In communications after the meeting Elias stated he does not remember voting on the above motion. If that was the case, the vote should read 4 for, 1 against and 1 abstention.

At this time it was felt that the proposal will satisfy the income needs for the lakes in 2009 and no other proposal were made although some discussion concerning other methods of raising income was held.

Next Lakes JAC meeting is scheduled for November 20, 2008 (third Thursday rather than the fourth Thursday) at 1:00 pm in the Fire Department Training Room.

Lake Brittany sluice gate repaired.

Avalon drawdown /silt removal/fish habitat installed completed

Lake Ecologist/Fish Biologist hired

Trout introduced as winter fishing activity in Lake Brittany. Winter of 2007-2008 first year.

Saugeye introduced in Lake Norwood. Cost ??

Threadfin shad introduced in Avalon and Norwood. Cost ??

Lomond draw down started. Estimated cost $50,000.

Electro-fishing program started. Second year in 2008

Biomass study complete on Ann and Lomond utilizing rotenone with G & F oversight.

Relations with G & F improved.

Fishing/swimming docks financed for Ann, Brittany, Norwood. Cost ??

Partial funding of lake weed harvester. Delivery in 2009.
Total cost ~$70,000.

LE/FB lab renovated from abandon fire station. Cost ~$25,000

A.W. Lab flyover study of all lakes groundtruthed.

Private docks inspected by dock inspection committee.
