BELLA VISTA VILLAGE PROPERTY OWNERS ASSOCIATION
PLANNING COMMITTEE

Special Meeting of October 13, 2008


Present: Chairman George DeGroot, Bill Johnson, Jan Keirsey, Tom Wooters, GM Bailey.


I. The meeting was called to order by Chairman DeGroot at 3:00 pm in the Board Room.

II. The minutes for the September 10 and 15 meetings were accepted by consensus.

III. The Committee reviewed and approved a POA Board Timeline Summary for distribution to Board members.

IV. After discussion of its linkage with assessment change and Declarations change issues, the Committee agreed not to resurrect the Amenity Planning process at this time.

V. GM Bailey reported on his meetings with City officials over the transfer of responsibility for roads and streets within the city, and indicated that discussions had proceeded well. As a result, a contract was in the final stages of preparation by the POA attorney. The bottom lines were a charge to the city of about $95,000 per month in return for about 65% of the current street department’s efforts. This included direct costs, equipment costs, and allocations for support.

VI. The Committee agreed that exploration of the usefulness of creating a Governmental Affairs committee should be undertaken.

VII. The Committee members reviewed their impressions and ideas following the September 28-30 visit with the Hot Springs Village Board of Directors and Management.

VIII. It was agreed to ask the GM to prepare a list of Village accomplishments/improvements similar to that prepared by HSV.

IX. The meeting adjourned at 5:40 pm.
